The best time of day to water your hanging basket is in the morning, but if your plants are showing signs of stress, you should water right away. Push your finger about 1" into the soil. If it is damp or wet, the basket does not need watering. If it is dry or just barely moist, it should be watered.
Fill the space between the top of the soil line and the top of the liner with water allowing it to filter down through the soil. Continue this procedure until the excess water starts draining through the bottom of the liner.
If the soil was dry to the touch before watering and the water passes through the basket too quickly, it could be that the soil ball has compacted allowing the water to run down the inside wall of the basket. (This can happen with any planter). One solution is to immerse the basket in water until the soil ball soaks up enough moisture. If the problem persists, ask your garden center about adding a commercial wetting agent to the soil.
